This committee keeps lines of communication open between the SMBA and nonprofit organizations in our community that offer low income housing assistance, and recommends contributions to these organizations.

Ron Culver’s history in the Mortgage industry dates back to 1994. He began in marketing and pricing in Wholesale Lending, and eventually took on an outside sales role which led to leadership roles in both sales and operations. He has worked in the Mortgage Technology sector with Interlinq Software as a business/technology liaison and rounded out his experience with a number of years of originating. Currently he is a Compliance Officer for Sterling Savings Bank, Home Loan Division.
Ron lives in Woodinville, is an active volunteer for Junior Achievement and enjoys motorsports, spending his free time outside skiing, hiking and bicycling.

At ARC, Mike is involved in managing strategic relationships with large clients, non-profit partners and industry associations. In this role Mike is responsible for maintaining existing relationships and bringing new solutions to meet their individual needs. Mike also helps develop and deliver educational programs for ARC and he is certified to teach continuing education in Washington, Oregon, and Idaho. Mike has worked in the credit reporting field of the mortgage industry for twenty-four years, with the past eleven years at American Reporting Company.
Mike is a former board member of the Puget Sound Mortgage Lenders Association and the Washington Home Ownership Center. He was the President of the Seattle Mortgage Bankers Association in 2004-2005 and most recently served on MBA's Western Regional State & Local Advisory Council. Conrad Wouters, Co-Chair

Conrad Wouters is a native of Seattle with over 42 years of wide ranging banking
experience starting at National Bank of Commerce in 1967. He worked at Rainier
Bank the whole time it existed, and left Security Pacific Bank in 1991 to form
Federal Mortgage Company to concentrate on mortgage lending because he really
felt there was a better way to provide real estate financing to meet diverse
client needs. He merged this operation into Legacy Group Lending in 2009 to
expand the product line with better pricing and enhance the services available.
His extensive experience, business contacts, analytical capabilities, and team
approach enables the Legacy team in Seattle to assemble excellent real estate
solutions with the best terms available. |

The Compliance Committee keeps our members abreast of upcoming changes in compliance policy. It educates members on how current policies may affect their daily process in moving through our new regulatory environment, and what some of the potential penalties might be if a member is found to be in violation. The committee also serves as a resource to answer member questions, and does its best to quash the rumor mill.

This committee works on projects aimed at improving the financial literacy of youth and
consumers, as well as providing professional development instruction for lenders.
The education committee works with Junior Achievement of Washington. In partnership with business and educators, Junior Achievement brings the real world to students, helping them understand the business of life. JA Volunteers get to share their real-world experiences and make school relevant and fun.

Debra Starr has a passion for real estate and mortgage lending. She has spent her entire adult career helping families achieve homeownership with Genworth Mortgage Insurance. Her broad experience includes knowledge in mortgage sales, training, marketing, underwriting, real estate investing and home staging/interior design. The dream of homeownership means many things to many people. To Debra it means personal pride, community involvement, and the opportunity to build a nest egg for the future.
In her free time she participates on the WMLA Education Committee, supports various chapters of APMW, and volunteers at Arts West Theatre in West Seattle. Debra resides with her partner Bruce, an inspiring Seattle architect and her two fur-babies, Desi & Lucy.

Fred Reininger has worked as an income property lender in the greater Seattle area since 1979 providing construction and rehabilitation loans for apartments, retail centers, office/warehouses, office buildings and other property types while working for local lenders. In addition Fred has been very active making permanent loans for both bank portfolios and institutional lenders. He has a Finance degree from the University of Washington, has completed many Mortgage Bankers Association and MAI classes, attended Lakeside School and has been a member of the SMBA Income Property Committee for several years. Currently he is actively seeking employment.
Fred lives in Bellevue, serves on the board of Crystal Mountain Founder’s Club, is a past President of Seattle Squash Racquets Association and is and avid skier, golfer and bicyclist.

Gary has documented a wide-range of complicated financial transactions and has also been trusted by a number of lender clients to create and maintain template finance documentation for use in a number of states. Few attorneys nation-wide have as much experience working with lenders on large residential projects. Gary is actively involved in the lending industry and is a former President of the Seattle Mortgage Bankers Association. He received his B.A. from Yale University , and his J.D. from Harvard Law School . |

This committee provides a central meeting place, either in person or virtual, for technology professionals to meet and discuss pertinent topics in the Mortgage/Banking industries.
Dean has been in the high-tech arena since the cutting edge days of the Commodore 64. Entering the mortgage industry in the early 90’s he has focused on integrating newer technology and processes into an industry that traditionally falls behind the curve. At American Reporting Company Dean handles system analysis and design as well as system integrations, ongoing development and automation.
